world in record numbers. Often having specific targets in mind or just searching for
targets of opportunity, preying on any commercial, corporate and private ships,
boats, barges, yachts and other sea-craft or stationary sea bases like oil rig
platforms for their own
personal gain, usually kidnapping their victims or leaving them severely
injured, terrified at the very least.
Some ships, cargo, passengers and crew are never recovered and many victims
are held for ransom.
Official estimates of real world losses are from 16 billion to 25 billion U.
S. D. per year in addition to emotional terror and loss of
lives.
Piracy is a very profitable and safe business. Incurring no liabilities
themselves, these modern day pirates, terrorists and rebels, et al, haunt our
seas and reign unholy terror, from their apparent
position at the top of the "maritime food chain", preying on unarmed and innocent
seafarers.
Globally, individually and collectively, pirates, terrorists and rebels, et al, have found the unprotected
and un-policed venue of our seas to be a Very Safe Haven and are
exploiting
this power void. It is a very safe and effective way of plying their heinous trade,
even more insidious, it enables world wide transporting of weapons of mass
destruction, including harmful radioactive, chemical and biological materials...
especially when
they use repainted
pirated ships called Phantom Ships to transport globally.

Unconscionable acts of violence occur daily at sea because there is no
enforcement to the Rule of Law. International courts have been ineffective
and there is confusion about jurisdiction so the few captured pirates tend go free to raid
and kill again.
Now here's the Rub; Rarely, if ever, are pirate
attacks reported on the evening news. This may be tacit consent to the pirates
and evidence of the world's multi-jurisdictional inability to capture and prosecute the
villains of the some 500 +/- reported(*) attacks annually which costs human lives and accounts for the
16-25 billion dollar a year losses attributed to piracy alone.
(*)There is a decline in reported pirate attacks world wide... informed sources
place the actual number of pirate attacks in excess of 2,000 a year globally.
Shipping companies have schedules and profits to be concerned about so very few
captains will initiate a "dead end" investigation facing a daily cost
of $10,000 to $50,000 a day to run a ship... it is just not smart.
